Could it happen in Columbia? Judge approves plan for state to take over troubled Harrisburg School District

The move means that the superintendent and school board no longer run the district. Instead, they will work with a receiver -- Dr. Janet Samuels, the chief recovery officer -- to handle the day-to-day operations of the district.
